Dr. Joseph Bowring
President

Dr. Bowring is the President of Monitoring Analytics. Since 1999, Dr. Bowring has been the Independent Market Monitor for PJM, responsible for all market monitoring activities of PJM Interconnection. He has extensive experience in applied energy and regulatory economics. Dr. Bowring is regularly called upon to testify before state and federal regulators. He has a PhD in Economics from the University of Massachusetts. Dr. Bowring has taught economics as a member of the faculty at Bucknell University and Villanova University. He has served as senior staff economist for the New Jersey Board of Public Utilities and as Chief Economist for the New Jersey Department of the Public Advocate's Division of Rate Counsel. Dr. Bowring has also worked as an independent consulting economist.

Dr. Howard Haas
Chief Economist

Dr. Haas is the Chief Economist of Monitoring Analytics. Since 2004, Dr. Haas has played a key role in developing and applying the analytical capabilities of Monitoring Analytics. He has over 20 years of experience in applied and theoretical microeconomic analysis, including fifteen years in electricity market design and regulatory economics. Dr. Haas has a PhD in Economics from Michigan State University. Dr. Haas served as a senior economist in the energy policy section of the Illinois Commerce Commission. Dr. Haas was a visiting professor at Michigan State University and an economic analyst with the Michigan State Department of Resource Development.

Ellen Krawiec
Chief Information Officer

Ms. Krawiec is the Chief Information Officer of Monitoring Analytics. Ms. Krawiec has 30 years of experience in developing and managing complex databases and applications, including six years as the technical lead for the Market Monitoring Unit's Market Monitoring System at PJM Interconnection. Ms Krawiec has a BS in Electrical Engineering, and an MS in Computer Engineering from Villanova University. Prior to working at PJM Interconnection, Ms. Krawiec was employed by PECO, Actium Corporation, and Martin Marietta.

Jeffrey Mayes
General Counsel

Mr. Mayes is the General Counsel of Monitoring Analytics. Mr. Mayes has over 20 years of experience practicing primarily before the Federal Energy Regulatory Commission and state regulatory commissions on matters pertaining to electric power markets. Mr. Mayes served three years as Senior Counsel at PJM Interconnection, LLC, primarily covering markets and market monitoring issues. Prior to working for PJM, Mr. Mayes was associated with the Energy and Corporate group at the international law firm of White & Case, LLP and served as a law clerk at the FERC’s Office of Administrative Law Judges. Mr. Mayes is a member of the Virginia State Bar, the District of Columbia Bar and the Pennsylvania State Bar. Mr. Mayes has a JD, MA (Foreign Affairs) and BA from the University of Virginia.

Dr. Catherine Tyler
Deputy Market Monitor

Dr. Tyler is the Deputy Market Monitor of Monitoring Analytics. Dr. Tyler’s responsibilities include the development and implementation of processes for daily monitoring of PJM markets, reporting on market power issues in the energy market, and developing and evaluating energy and reserve market design proposals. Dr. Tyler was a manager in the Southwest Power Pool Market Monitoring Unit, served on the economics faculty of the University of Oklahoma, taught economics at the University of Virginia, and worked as an analyst in the energy market power practice at PA Consulting and PHB Hagler Bailly. Dr. Tyler has a BA in Economics from The College of William & Mary and an MA and PhD in Economics from the University of Virginia.
